The
Navy VAMOSC management information system collects and reports
US Navy and US Marine Corps historical weapon system operating
and support (O&S) costs. VAMOSC provides the direct O&S
costs of weapon systems, some linked indirect costs (e.g., ship
depot overhead), and related non-cost information such as flying
hour metrics, steaming hours, age of aircraft, people counts
for ships, etc.
Registered
users may access VAMOSC data via the website
www.vamosc.navy.mil.
Pre-built queries are available as well as the ability to create
custom queries. No special software needs to be installed on
a user's desktop; only an Internet browser is required.

Depending
on the specific commodity type and system, this relational database
contains up to 22 years of data presented by fiscal year by alternative
hierarchical cost element structures. The current content of the
VAMOSC database is summarized below:

Depending
on the cost element, data for a particular commodity is available
not only at the system level, but also at the subsystem and
component levels. The cost data include expenditures or obligations
collected annually from over 125 different sources.
Cost analysts use VAMOSC data to develop the O&S portion
of life cycle cost (LCC) estimates for future weapon systems.
VAMOSC also contributes to the Navy's efforts to reduce the
Total Ownership Cost (TOC) of legacy and future weapon systems.
VAMOSC is being used to identify significant cost drivers that
represent cost reduction opportunities. VAMOSC also supports
special studies/analyses, cost research, modeling, and simulation.
Recent VAMOSC improvements have increased the breadth (i.e.,
coverage of weapon systems and cost elements), depth (i.e.,
level of detail provided), and timeliness of VAMOSC reporting.
The
Naval VAMOSC database is currently available to US government
personnel and government contractors by several means. Frequent
users have direct access to the database and retrieve data themselves;
there are over 650 users who have access to the database. People
who have a one-time or infrequent requests can just request
data directly from the VAMOSC program office, instead of getting
access to the database. Government and contractor users have
different levels of VAMOSC data access, since the database contains
government proprietary information.

The Naval Center for Cost Analysis (NCCA) has managed the operation
and maintenance of the VAMOSC Database since 1992. NCCA is supported
by IBM located in Fairfax, Virginia. The VAMOSC Team collects,
verifies and validates, processes and distributes the data.
The VAMOSC Overview Brief gives an overview of the VAMOSC program.
It provides general information about the VAMOSC program, as well
as detailed information on the various databases that comprise
VAMOSC (i.e., ships, aircraft, missiles, torpedoes, ship systems,
aircraft subsystems, and Marine Corps ground systems). The brief
also includes information on VAMOSC access, and details of current
and future VAMOSC improvement efforts. |
