

OSCAM
is already in use with both the US Department of Defense and
UK Ministry of Defense and offers a number of benefits:
- Active
participation by both governments in its creation means that
it provides an accurate and comprehensive representation of
O&S processes. This means that the model can be applied
to your program with little or no development;
- The models have been tested with data from the US and Royal
Navies, Marine Corps, and UK Army, as part of an extensive validation
program. This means that the user can have full confidence in
the results;
- The model provides a rapid analysis tool for the investigation
of alternative policies and strategies. It enables many cases
to be studied in a few hours leading to the creation of robust
strategies that provide contingencies against a wide range of
scenarios;
- The user-friendly front end ensures that the model is usable
with the minimum of training and, more importantly, provides
an audit trail for any analysis conducted with it.

OSCAM provides a common estimating environment across programs
that promotes teamwork and understanding across groups. Once
an OSCAM user is trained in the model, he or she can understand
any estimate that is performed using the OSCAM suite of tools.
All results are generated in the CAIG format and allow users
to focus on the differences in estimating results driven by
differences in estimating methodologies rather than spending
time understanding how another group's estimate is organized
and how it flows into the CAIG structure.
