The OSCAM (Operating and Support Cost Analysis Model) JSF model is the official operating and support costing tool, meeting the PSFD MOU requirements for the partners to develop a CAIG based O&S estimate. The tool is a way of sharing data with partners and for partners to understand total cost, which will include country specific estimates.


The simulation is controlled via a powerful user interface that allows selection and editing of data, running the simulation, analysis of results and a number of analysis tools, including risk analysis. The business processes are documented through interactive influence diagrams that are accessible via every input and output in the model. These diagrams ensure that OSCAM is not a black box and enables understanding and confidence in the outputs generated by the model.

OSCAM JSF v2 is designed to be flexible so that it can be used to represent a wide range of scenarios for different partner countries. OSCAM JSF v2 also provides a number of choices on the level of detail that is required to populate a data record. This allows OSCAM to be used early on in the development process and then to grow as the program matures to include a more detailed representation of the program.

OSCAM JSF v2 incorporates lessons learned and feedback from OSCAM users and includes new options into OSCAM where previously work-arounds were found to be required.


OSCAM is the common interface to link with the partners and offers a number of benefits:
  • It provides a common baseline for reconciliation purposes.
  • OSCAM's use of System Dynamics thoery to estimate future O&S Costs is more powerful than traditional techniques (i.e. Excel).
  • Ideal for evaluating O&S "what-if" scenarios with respect to cost and availability.
  • The model is not a "black-box" - OSCAM users have complete insight into the equations and relationships that are used via the built-in help functions and model structure document.
  • The model facilitates understanding of O&S processes, O&S costs, and the interdependencies that exist.
  • OSCAM encourages a team approach; it can be used throughout the life cycle by logisticians, cost analysts, engineers etc.
  • OSCAM provides a standardized, yet flexible approach to estimating / analyzing O&S cost and availability

A series of automated tutorials have been created designed to provide a taste of the functionality to those who have not yet attended the training course, as well as a "how to..." reminder for those that have.
